Carolyn is the Assistant Deputy Minister of the Strategic Network and Agency Policy Division at the Ministry of Energy, Northern Development and Mines, responsible for a portfolio that includes transmission, distribution, governance, regulatory oversight and Indigenous energy policy.

Formerly, Carolyn was the Legal Director responsible for the provision of legal services to clients that included the Ministry of Energy, the Ministry of Economic Development & Growth and the Ministry of Infrastructure. Carolyn has also served as the (Acting) Assistant Deputy Minister responsible for the Family Responsibility Office and as the Legal Director at FRO. She joined FRO from the Legal Services Branch for the Ministry of Energy and the Ministry of Infrastructure where she was Deputy Legal Director. Carolyn`s practice focused on corporate and commercial law, energy, agency oversight and governance and statutory drafting and interpretation.

Prior to joining the Ontario Public Service, Carolyn was Assistant Corporate Counsel at a municipality. She began her legal career at a large firm in Toronto. Carolyn is a graduate of Queen’s University and Osgoode Hall Law School. Beyond the office, Carolyn loves mountain biking and paddling.
